The Departmental Application Manager supports provides strategic oversight and full lifecycle management for a portfolio of departmental applications supporting one or two business units. This role ensures applications are reliable, secure, and compliant with enterprise standards while meeting department-specific operational needs. Responsibilities include governance, deployment, maintenance, enhancement, and retirement of systems, as well as vendor and stakeholder coordination to deliver stable, cost-effective solutions. The manager balances departmental priorities with organizational objectives while demonstrating strong leadership, customer-centric approaches, and disciplined adherence to best practices.

Essential Duties And Responsibilities

• Evaluate business and technology risks and internal controls, ensuring decisions align with access governance, data protection, and information security standards.
• Lead and develop a high-performing technical team through strategic hiring, performance management, coaching, and professional development.
• Define business outcomes and facilitate alignment with them.
• Evaluate existing and emerging technologies and tools in the selection of service offerings for the business units.
• Understands business and information technology management processes and demonstrates an advanced understanding of business processes, internal control risk management, IT controls, and related standards.
• Align business and IT management processes with risk and control standards while owning service performance through defined metrics, KPIs, and reporting.
• Cultivate and sustain positive working relationships with business units.
• Identify opportunities to improve engagement with the business units.
• Perform other duties as assigned.

Minimum Qualifications

• Bachelor’s degree in computer science, information systems, or related field.
• Six (6) years of experience in a technical field which includes application support focusing on user-facing engagement.
• Two (2) years in a leadership role overseeing staff and budgets.
• OR ten (10) years of any combination of education, experience, and training.

Preferred Qualifications

• Master’s degree in computer science, information systems, or related field.
• Four (4) years in a leadership role overseeing staff and budgets.

Knowledge, Skills and Abilities

• Strong leadership skills and ability to work effectively with business managers.
• Capable of developing and guiding team members and IT personnel while working independently.
• Ability to quickly grasp new concepts and drive organizational change.
• Excellent verbal, written, and interpersonal communication skills.
• Experienced in developing and maintaining policies, procedures, standards, and guidelines.
• Skilled in project management, including creating plans, budgeting, and resource allocation.
• Ability to make final decisions on administrative or operational matters and ensure objectives are achieved.
• Ability to apply expertise to analyze complex situations and data within the organizational context.
• Knowledge of best practices and IT operations in an always-up, always-available service environment.
• Ability to demonstrate a collaborative approach, and cross-functional engagement with a strong focus on client and business outcomes.
• Ability to document highly technical issues to create an understanding for other technical teams with minimum client disruptions
• Ability to develop technical KPIsfor platform operations in area of responsibility.
• Ability to execute leadership of team(s) in high stress, low data outage scenarios.
