Job Summary

The Mechanical Superintendent I, has the responsibility and oversight for the activities associated with car, repair-in-place tracks, and Service & Inspection terminals as well as oversite at various outline maintenance points and oversight of various Labor Agreement personnel associated with mechanical maintenance operation. Specifically, the Mechanical Superintendent I oversee all the mechanical operations in various locations. The position serves as mechanical point of contact for multiple state supported services and contracts in the division. This position will oversee the Locomotive PM shop, running repair, heavy repair and overseeing the Car PM shop, running repair, heavy repair and wheel pit operations for LAX, as well as an improved maintenance and inspection plan for the outlying points.

Essential Functions

• Oversees and directs from conceptual design to project implementation and close-out, the planning, development, integration, estimating, scheduling, and management of resources required to accomplish all aspects of short- and long-range inspection and mechanical service activities within scope, schedule, and budget.
• Oversee the PM, DM and Wheel Pit production of 14 California state locomotives; 3 California NPCUs; 2- P42 and ALC42 PMs weekly; 3 P32s; Heavy repair, refresh projects and mods, campaigns
• Oversee the outlying points (San Diego, San Luis Obispo and Goleta) on service and inspection, minor repairs and Continuous maintenance for the California Cars and Locomotives.
• Oversee the PM, DM and Wheel Pit production of 83 California state cars (4 PMs per week); 2 Superliners (8 PMs per week); 7 viewliners; Heavy repair, refresh projects and mods
• Coordinates inspection and mechanical service activities with internal constituencies such as Transportation Operations and Rolling Stock Engineering and local commuter, regional, and state organizations as appropriate.
• Directs the strict implementation of maintenance alerts, FRA and FDA regulatory requirements, supplier maintenance instructions and SMPs.
• Implements inspection and servicing process improvements as appropriate to support geographically and temporarily extended areas.
• Develops and implements inspection and mechanical service-related safety plans and programs.
• Provides guidance and direction to cross-functional teams, including process focus teams, to ensure proper management and control of inspection and mechanical service project schedules, financials, and resources.
• Oversees the development and implementation of goals and objectives required to safely and efficiently complete inspection and mechanical service programs and projects within scope, schedule, and budget.
• Monitors the status of materials procurement and ensures proper materials installation.
• Monitors productivity to ensure efficient resource utilization and adjusts and procedural changes as required.

Minimum Qualifications

• Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
• Plus 9 years of relevant work experience.
• Demonstrated knowledge of extensive servicing, repair, and maintenance program experience.
• Demonstrated leadership experience.
• Demonstrated knowledge and experience related to safety program methodology and its application.

Preferred Qualifications

• Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
• Plus 11 years of relevant work experience.
• Demonstrated process management experience.
• Demonstrated experience in project and inventory management; technical supervision; quality control; planning, organizing, and scheduling for procedural and operational methods.
• Demonstrated experience in budget and financial control, contract management.
• Demonstrated knowledge of domestic and international railway engineering regulatory requirements.

Knowledge, Skills, and Abilities

• Extensive knowledge of railway and rail transit rolling stock servicing, repair, and maintenance, with demonstrated leadership in these areas
• Proficiency in project and inventory management, technical supervision, quality control, and planning for procedural and operational methods
• Experience in budget control, financial management, and contract oversight
• Effective oral and written communication skills for internal and external stakeholders
• Proven expertise in process management and application of safety program methodology
• Familiarity with railway engineering regulatory requirements and industry quality standards, including ISO procedures

The salary/hourly range is $135,800.00 – $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
